Is CA'S are responsible for creating the black money??

Black money created by those who owns them.
And CA never owns client money.
So CA, Advocates etc are professional and give advice to the clients.
They themselves not break rules if clients breaks then CA's can not held responsible for that.
But ca are helping in saving the tax by faulty suggestions
