querry aboyu restriction on transfer by articles

hi friends

it has been notified by the institute that tht transfer of the articles from one firm to another will be permited only by the council by cosidering the case on some specials grounds.

can anyone give me the detail abt such conditions and grounds?

There are no such conditions, it is totally based on mutual concent.
