Yes Govt Servant can be a Director.
Yes Directors can be a shareholder of Company.
Minimum Paid up share capital must be 1 Lakh for a Private Limited Company.

Tha goverment servant is not disqualified to act as a director in any company as per the Companies Act, however make sure weather the government allows its employees to undertake directorship in any company.
