we supply materials and issue GST invoice and paid GST
Buyer return the same and issues Purchase return invoice and the same was not mention in GSTR1
they say that we had reversed the ITC against delivery note of purchase return in GSR- 3B
And not required to be shown in GSTR-1 at our end.
Where we show the purchase return invoice and How we Claim ITC charged in purchase return invoice

You will have to issue credit note and show such credit note in gstr1
In term section 34 of CGST Act , it's supplier who can issue the Credit/Debit note .
So as a Supplier you are required to issue credit for the same & report it' in your GSTR 1

If I issue credit note , our account show credit balance of buyer
in actually I sale materials and buyer sent back it against purchase return invoice account settled

Dear Jha Ji cannot get you , when Recepient send you material back to you , he will definitely reduce his purchase .
As in same manner when you issue the Credit note you will reduce your sale & tax liability & Recepient will reduce his purchase & ITC .
You have to book a credit note in this case. Your liability should also be reduced. The reduction amount will be equivalent to the amount of the credit note
