can u please guide me for filling gstr 1 return & how purchase return effect during the period of filling gstr 1 return .

As per my personal opinion, Your Purchase return doesn't effect the GSTR1 because its related to OUTWARD supply, not you Purchases. Purchase return show in GSTR 2.

but there is a 1 question if it not effect to gstr 1 then we r liabale to pay tax because we set of the outward supply tax & inward supply tax.

As per My personal opinion, No tax liability occurred at the time of GSTR-1 because we have to pay tax at the time GSTR 3b.

Tax liability occur when you furnish the GSTR3B. GSTR 1 is for uploading output details, means sale details. While filling GSTR2 , you can show the purchase return details...
