what is the maximum punishment if one is found manufacturing cigarettes without Excise License?
is it just monetary fine or imprisonment as well?

Both depeans upon the circumstances
as per my knowledge imprisonment upto 7 years or sometimes extend to 3year with fine or without as per circumstances
and penalty equal to 50%of duty sometimes interest too

Most of them are without bail I think. You can get an initial bail, but once judgement is given proven guilty, it’s non bailable. Cigarettes 🚬 is harmful, rcm is not applicable because ppl will start manufacturing using toxic wastes.
