Principal of taxation

Sir, 

I want to know that whether a state government can levy VAT two times for a single product i.e at rate of 4% or 15 %

Whether is it constitutionaly right to levy tax two times ?

Is there any pricipal of Taxation rules or Double Taxation avoidable rules ?

Please Guide me in this matter
