President has Not Consirder Students away from home town

The president of ICAI has not consider our problem who are staying and studying in cities away from family. Life is uncertain if any requirement of my self arises in family bcoz of rules i will not get transfer.how can i bring transfer ceritificate of my father bcoz he is living in town where i want to take transfer bcoz of some reason which may arise in life at any point of time. IS STUDENT LIVING AWAY FROM HOMETOWN IS CONSIDERED MAKEING SUCH RULES?
