Practical Problem on Central Excise

In latest budget Excise duty has been levied on Branded garments @ 10.3%. My question is whether any Excise duty was levied before 01.03.2011 on Branded Garments ? As per rule, as Branded garments is a final product and it should be excisable also before 01.03.2011.
