As per my knowledge, you have to give application to existing IT office to shift your to next place where you want to submit your returns with reasonable reason like job change etc.

You need to make an application for transfer of file from one state to another. The application is to be made in the same ward in which you file your IT Return. The IT officer will make scrutiny of your case and transfer your file to the new ward in the new state.

CA. Shikha ma'am u just need to apply for a change of your (here applicant) address with the ITD through any TIN_FC (www.tin-nsdl.com).

The files will automatically be changed and u can apply either from Kolkata or from Delhi and you can find the form from the website www.tin-nsdl.com or u can check that at my share files.

Yoy will be charged Rs. 67.00 for the application.
