As per my knowledge there is no rules for provisional registration for CS inter.

Last year when I went for registration when I was also waiting for my Graduation result persons distributing form told me to come after result .

ya surely  u can get provisional registration. 

me 2 had done d same. 

final year result of bcom  takes a while 2 cum but u can register urself 4 cs inter now itself... 

so dont worry just go and register urself... 

yes u may provisionally register yourself
