i would like to know that if any one had not submitted return for last five year and now he want to file a return than is there any formality has to be complied such as submission of letter or any thing with IT department for lapping of 3 years return ? plzzzzz

No there is no such requirement.If enquiry arises from the department in this regard u need to simply show them that your income were below the tax limit.
