Plz urgent reply

my uncle got notice from service tax for clearing tax against a works contract  which completed 2007-2008. in that time total works valu was 3.25 core. the work was completed by my uncles name. but the work was done by sub-contractor. sir/madam is there any rule for sub -contractor as they completed the whole work. we had agreement. now the sub-contractor did not reply my any question. plz help me is there any rule for sub_contractor.the work was run by GOVT. Undertaking Corporation. what is option for BCS.
