Husband can not conisdred the rent income in his total income if house is in the name of wife.

First of all the ownership of the house has to be established that the house belongs to husband though it is in the name of the wife.  If the house is acquired out of the income of the husband and for sentimental purpose the house is registered in the name of the wife, then the real owner is husband.
