Dear Student, The Institute from time to time advises the all concerend to adhere to the Regulatioin 60 of the Chartered Accountants Regulations, 1988 through an Announcement. One of such announcement was issued recently under the head: "Adherence to Regulation 60 of the Chartered Accountants Regulations, 1988 and Directions of the Council in respect of �Working Hours� of articled assistants. - (11-01-2011)". If you come accross any such violation of Regulation 60 of the CA Regulations, you may write to the Institute with under your signature with relevant details/ documents so as to take appropriate corrective steps. In respect of your query regarding enhancement of stipend, we wish to inform you the following - We are a statutory body and work within the framework of law. The power to amend the CA Regulations is with the Central Government. Accordingly, the decision taken by the Council for revision of stipend has been referred to Ministry of Corporate Affairs (MCA) for its approval and same is receiving their consideration. Once the approval in principal is received, the draft notification will be published for public comments. Based on the public comments, the Council will again considers the matter and the decision taken in this regard will be forwarded again to Government for its approval. Once final approval received from the Government, necessary notification will be published in the Gazette of India for amendment of relevant regulation in the CA Regulations, 1988. Please note that �Revision of Stipend� will take effect from the date of publication of notification in the Gazette of India. Best wishes,

Grievance	Please find the attachment and read it first. It is fine that my views are noted. But what do you mean by no further issue in this matter will be entertained. When you are so negligent regarding the problems being faced by the students, it is our right to ask you for any number of times (if you are not responding) and it is your duty to answer. Not only in this issue (working hours of Article Trainees), the Institute generally seem to be not at all concerned about the students. For example, you have announced that the minimum stipend rates for Article Trainees are going to be doubled. But even after more than 7 months have been elapsed, you still say that the permission from the Central Government is pending. Whereas for increasing the Membership fees, you will not take much time.

if you go through these lines it is clear that it will take more than a year or even two years to complete the procedure for doubling the stipend , because the decision is just reffered and it is in the first stage of approval. - bad news for articles

Why ICAI need MCA or Central Govt. approval for increasing student stifund? Does ICAI take permission for framing unfair rules w.r.t students regarding articleship termination and other clauses.

We, all the CA students need to be united for fighting against this issue.

We might even be able to get a list of Swiss Bank account holders before ICAI announces stipend hike... Wonder if they took MCA's approval at the time when they slashed it upon initiation of 3.5 years articleship scheme, it didn't take that long then..

This will reduce the income of are principal ca and also almost each n every ca so it will take time and the time will end when we end our articleship as i think. As ca are always keen to save their money so they definitely take time to publish all the related matters !
