Need to claim TDS refund u/s194D for AY 2011-12.... Income does not cross basic exemption limit and there is no other income too ...can i file return for 2011-12 right now??...pls guide

Yes you can file IT return for Ay11-12 & claim refund, even though your income is below the taxable limit.
You can file return of AY 2011-12 on or before 31-03-2013, and you can claim refund of the tax deducted.
you can file a return for A.Y.2011-12 WHICH IS CALLED BELATED RETURN ,AND GET REFUND FOR TDS AMOUNT ,
