Please suggest me on vce scheme under service tax rules

Hello sir,

My name is vinodkumar.

I want to avail the voluntary compliance encouragement scheme under service tax rules.

Here by i informed to you that, my problem on Non-Filing service tax returns on Half yearly basis from the period 2007-2013.

the notification of department contain..this scheme applies to Tax due payers.But i had already paid all tax dues for the relevent periods and service tax returns were not filed.

so please suggest me..Is there chance to file the service tax return by availing VCE Scheme under service tax rules...
