I want to know about company secretery courses. i work in PSU company as a engineer. can i eligible to do CS course? have any exemption for working professional in training programme? can i do training courses while doing job?

Yes, You can. But I'll suggest it's better to do course in Engineering field rather than going for CS.
CS will not bring value addition to your CV much because Engineering & CS are opposite.
Rather I would suggest do CWA or MBA.
