For Home loan you can withdraw from PF with certain conditions , however it's depends upon what documentation you have done with your father regarding loan ( like we do in bank ,NBFC etc ) , and same is acceptable to EPFO for disbursement of PF amount. It's better contact to Employees provident fund office.
