1]What is the procedure to dropping out as penalty levied u/s 234E for default for late TDS filling statements.
2] what are the reasonable causes to get waive from levy of penalty.

The section is cleverly worded as late filing fee. Even though the effect is leving penalty, it is termed as late filing fee. Only a penalty can be waived if there is a reasonable cause. Since it not termed as penalty, it cannot be waived.
