the kind replies of the learned people and  the conclusive proof of the ICAI notification, 

it is concludes that

"The new rules of Car Perks valuation issued after 31 Oct 2009 are not Applicable for MAY 2010 attempt"

the new rule of valuation of perks are not applicable for may10  exams, ihave amendment notes of my teacher ca.rajesh sharma.he is not included the exemption limit in his notes.
