Payment for caterer

In a Trust, they have a programme during which they called 100 volunteers for a 4 day training programme, in a very interior place. Now, they have given a contract to a cook to cook food for those 100 members for 4 days. The cook is an illiterate. He doesn't have PAN.

Will the payment made to the cook attract TDS? Since it was a programme, a welfare activity, can it be (TDS) ignored? Is there any possibility of not deducting TDS from the payment made to cook?

Yes, There should be deduction of TDS as per law (50000 for the year or 20000/- one time)

If you want to save tds then told to the catererto give bill only for labour (i think that was not over Rs. 20000/-) and the bill of material can be accounted seperatly as on payment of material is not attract TDS.

There are no rebate in TDS for NGO's for welfare prgs.
