What is compliance certificate and what attachment should file with annula return?
Compliance certificate states that you have complied with all applicable accounting standards and financial reporting framework, with no defaults and penalties, and if any default or penalty is made its been shown in compliance certificate. This certificate is to be obtained by CA after audit.

Yes
as far as i know compliance certificate is given by pcs and that is already waived off long back.
