The institute has made a recent announcement that any extra question(s) written by students will be ignored, so you better don't use margin space to write your answer, there will be enough pages available in answer booklet and you have paid fees, so use as many additional sheets you want. Usually, margin is to be left for the evaluator for awarding marks.

I get your point, you can in that case use answer book vertically by turning the booklet. You need to leave margin for the examiner to award you marks.
