he should have legal representative which must be resident of india. and pan card are sent at his address

The applicant must state in the application some address in the India. It can be the address of his solicitor or some relative where all the future correspondence shall be mailed.

Yes, NRI can also apply for PAN. He may give a copy of his passport or copy of his NRE account for ID proof and lokal address also for delevery of PAN card.

I have practically dealt and the PAN can be dispatched at the foreign address.  There is no need of giving the address of any Indian legal representative.

Query by Mr. DMC -"If a non-resident wants to apply for a PAN card and he does not have an Indian address. Where will the card be mailed?"

Answer - See Mr. DMC there r 2 options as per TIN-NSDL & UTI-TSL:
i) A resident Indian has to represent the NRI for applying 4 a PAN with his Name & Address proof,in that case the appicant would be charged Rs. 67 & the card will b despatched 2 the Representative Assessee,

ii) NRI can apply with a Foreing address as address for communication without any Indian as RA the the card will be despatched in the foreing address and the applicant wil be charged Rs. 717.

For more details u can see the attached file or visit https://www.tin-nsdl.com/PANIntroduction.asp

I hope these information will satisfy ur query.
