if someone has a pan card with a name error, so instead of pan correction, he has applied for a new pan card which has a new pan number. but he wants to change the name in the old pan card only and don't want that new pan card because for all the financial transactions he has given his old pan card. so please let me know the procedure for surrendering the new pan card and also for name change in the old pan card

For name change you have to file pan correction form.

Sec 139 A (1) states that it is compulsory to obtain pan even though the tax payable is NIL.
CORRECTION FORM IS AVAILABLE ONLINE .
NSDL/EFILING PORTAL.
