well, that question will always exist. You can subsume all the different unique numbers into a single ID. But then Indian govt doesn't like it that way!

PAN IS NEED FOR FILE OF ITR AND TAN NEED FOR FILE OF TDS RETURN ,
PAN NEED TO A TAX PAYER BUT TAN NEED TO A TDS /TCS DEDUCTOR ,AND TAX DEDUCTEE
