you cannot know his address with mere PAN number

there is two ways

1)if he dont have account in incometaxindiaefiling.gov.in register his pan in this website and you can get his address as per PAN card in my profile coloumn

2)if he is already registered in efiling website you have to enter into this site using password provided 

to the best of my knowledge there is no other option

You Can Ask to Your Nearest PAN Centre [UTI, NSDL]...

you can also registered at tdscpc under tax payer to get his 26as detail in which you get the pan no. mentioned address.
