Yes. He needs to linked it in order to keep PAN valid
Aadhaar PAN linking is mandatory for all to avoid deactivation of bank account and late fees of 1000/-
Any one who has PAN need to link aadhar whether he is taxpayer or not.
Government should give exemption to non tax payers since rural area people may get effected
