At the time filing GSTR3B with EVC not getting OTP in email.

Yes, otp via email is usually later better option is to use registered mobile for otp
Incase of EVC Verification, the OTP is send to both registered E-mail ID and registered Mobile Number. So if in email it is coming late, then you use your Mobile to get the OTP for EVC.
Also ensure that your correct email id is registered in the common portal or not.
