Can anyone tell me the exact diffrence between seizure of goods & confiscation of goods?

In seizure goods were returned by Dept
but in confiscation good were not retured. they are kept with dept.

Seizure of Goods is for a temporary phase dey are returned as wen the amount which is pending on dem is paid while in confiscation goods are not returned back
