online exam form

the last date for sending online examination form is 11th septmeber without late fees and 14th septmeber with late fees it was wriiten in the notification while filling online form now they r  telling 7th without late fee and 14th with late fee....i have not send my form even if i send before 14th how will give the late fee bcos they already charged 1700 i.e without late fee....hw can i pay the late fees now
