NRI & ITR FORM 2 & TIN

ITR-2 for NRIs quoting of TIN (tax identification number) of overseas jurisdiction is made mandatory in Part A General excel sheet. But all NRIs need not have TIN. (eg sailors , merchant navey officers). any suggestions/solution?
