I am keen to understand why the operating expenses of Rs 52.10 has not been taken into consideration while answering the question.

I feel they have used operation expenses and cost of utilities interchangeably. since the savings on cost of utilities is already given in the question directly, hence operating expenses are not taken into consideration.
