Notice under section 133(6) if income tax act

a lady received a notice under section 133(6) of IT Act regarding verification of transaction for the FY 2012-13. the matter is that such lady sold her agriculture land and again purchased a agriculture land in different city from the amount received from such sale. she is not file her income tax return as she is agriculturist. the department also levy penality under section 272A(2) of IT Act. what can I do?
