A general meeting of a company may be called by giving not less than clear twenty-one days‘ notice either in writing or through electronic mode in such manner as may be prescribed:
Provided that a general meeting may be called after giving a shorter notice if consent is given in
writing or by electronic mode by not less than ninety-five per cent. of the members entitled to vote at such meeting.
Therefore 21 days is atleast...it can be more than 21 days.

Private companies may make provisions of making notice lesserthan 21 days in its AOA

Section 462(2) gives an inherent power to issue notifications for exempting such class of companies from any provisions of the act. Central government issues notification dated 5/6/2015. There are near about 21 exemption available for pvt. companies. section 101 is one of them.

Private Company has to strictly comply with the provisions mentioned under section 101 of the Commpanies Act 2013 unless restricted by articles.

If articles prescribes the lesser time period than 21 days then there is no need of shorter consent for less than 21 days .
