Can a CA Principal/Member block the students' SRO for not allowing him to write the exam.

If yes .. what legal actions can a student take against principal/member in doing so ?

I think writing exams will be based on the eligibility criteria and principal has only reservation on completion of pending works if any. But he has no right do such unethical things to block students registration number
