No form can be filled for non deduction of tax, you have to communicate with the deductor about the problem who may give you a document for the same
The payer is bound to deduct TDS on payment where TDS is to be deducted.
The receipient can not give the reason that he will pay tax and request the payer not to deduct TDS.
If payer fails to deduct TDS he will have to face consequences.

But ITR 4 says "total income up to Rs. 50 lakhs ". May I know whats the contradiction, Pravin Ji? Am I viewing it in the wrong angle?
