NOC FROM STATE GST DEPARTMENT AFTER CANCELLATION OF GST REGISTRATION

How do I acquire NOC from State GST department for a cancelled gst registration.
I filled an application for a new registration but the tax officer issued a notice seeking departmental NOC for the previous registration. The previous registration was cancelled voluntarily in november 2019.
