Nirbhaya fund for women's safety in budget 2013-14

Dear All,

 

It is just wonderful to learn that the government has decided to set up a special fund called “Nirbhaya Fund” towards women's safety with a corpus of Rs 1,000 crore (Rs10 billion). The responsibility of designing the structure, scope and application of this fund has been given to ministry of women and child development.

                              

The fund has been announced in memory of the young woman, who passed away at a Singapore hospital on Dec 29 last year, two weeks after she had been brutally gang-raped in a moving bus in the Indian capital.

 

As the media is not allowed to name a rape victim, the young woman who fought those who assaulted her Dec 16 was referred to as "Nirbhaya" (fearless one) and "Damini" (lightning) by sections of the press.

 

The words of Finance Minister P. Chidambaram during presentation of budget for 2013-14, showed his concerned for women's safety. Recent Delhi rape incidence is indeed a black spot on humanity. There is no doubt that it is our collective responsibility to ensure dignity and safety of women.

 

I am very hopeful that ministry of women and child development will plan the structure, scope and application of this fund in such a way that intention behind setting up of this fund can be implemented in the most efficient way.

Your point is quite valid Aman. It is the failure of proper implementation which destroys the benefit of policy in India. I hope authority ensure proper implementation of Nirbhya Fund policy.

Kindly appreciate India is not short of funds and safety of women cannot be put on hold till 100% education rate in India. At the same time cops and other measures for women safety are need of the hour.

 

FM has made ample provisions for improving education rate in India. Further setting up of “Nirbhaya Fund” for women is a message that Government understands the seriousness of women’s safety.

 

Further we all know that educated people are equally liable for increasing crime against women.

 

There is no point putting orthodox point like:

 

  1. Do not give mobile to women.
  2. Strict dress code should be there for women.
  3. Girls should not use social networking websites.  
  4. Parents/ brother/husband should have complete eye on the behavior of concerned female family member.

 

I think it is high time for us to respect women instead putting them in strict rules of the society.

the comment of CCI member shows that he has not respect towards women..his thinking is very negative towards women.....u cant put restriction on them....its not the matter of education or restriction on women but it is the matter of positive thinking and moral education which can be done by our elders (parents, teacher..whatever........

I think view of so called CCI member are totally wrong 

but regarding Nirbhaya fund there is no clear direction given by finance minister about the use of fund

so there is no gurantee whether its for women protection or to give to women and her family after the incident or for corruption/scams

Dear Namrata,

The responsibility of designing the structure, scope and application of this fund has been given to ministry of women and child development. Designing of entire structure will take some time.

 U accept dat women cnt go to ur banks due to insecurity, so gave them a seperate bank?? Wat rubbish
 
Exactly instead of gearing up security..they are doing such thing like india is not a country but a mandir where women and men should sit in different lanes
 
I think one thing is gud in budget for home loan borrower taking first time home loan to Rs 25 lakh during the FY 2013-14 will be allowed additional deduction of Rs, 1 Lakh...baki nthing excited

Lets see from that 10 million how much actually reaches us....!!!!!

 

Law is always made with a positive approach that it will be fully complied with. Similarly we should hope setting up Nirbhaya Fund will be really fruitful.

Corruption exist at all levels from top to bottom. So why we only blame politicians. This Act shows that even Government is equally concerned about safety of women.yes

Proposal to Set up Womens Bank is a complete disaster .no

 

There is so much cynicism hovering about this Nirbahaya Fund. Friends, as Ankur sir rightly said that the ministry of women and child development would formulate the blue print of the scheme. The Finance Minister has only made a budgetary allocation for setting up this fund. Let us wait, what is the policy statement of the concerned ministry rather jumping to hogwash the good intent of the Government.

We should revisit this topic at later date, when Smt Krishna Tirath will give the broad contours of the policy framework laid out by her ministry for utility of the fund allocated in the budget.
