Is it possible to apply new TIN number if old existing TIN is inactive.

Its not possible. Firstly the surrender the old TIN by filing DVAT 09 (if you are in Delhi Jurisdiction) [late filing penalty Rs. 5000/- ]
Then after apply for the new TIN :)
