yes, new ITC set off rule available on GST portal from 1st April, 2019.
i think it's applicable from 1st feb 2019 itself.,
As per Notification 16/2019 CT new Rule inserted rule 88A Order for Utilisation of iTC , Applicable from 1/4/2019
