Frns tds rates are ammended w.e.f 1/10/09.
sum people say that from the said date onwards tds deduction should not include surcharge and any cess.
Sum says that it is only for specified kinds n oders say that for all type of deductions.
how far is that true?/
should cess rate should not be included while calculating th ededuction?

I need clarification from anyone, New TDS rates applicability from 01st Oct 09 (excluded 10% surcharge & 3% Cess)
whether it will be applicable for
transactions on or after 01st Oct 2009 (means transaction in before 01st October and bills booking after 01st October) or booking of cost on or after 01st Oct 2009
and if TDS already deducted in old rate how it can return back ? whether it can be adjusted in further bills?
Can anyone clarify with referred section/notification It will be very helpful for me.
