my Clint already opt GST Registration in 2017 Individual
this registration show inactive.
now clint want new registration same pan no or business name change.
but system denouy .
he says
pan & legal name is not matching with CBDT data base, please submit legal name after validating with cbdt data base.
please sugest me how can I take new registration.

Are GST returns filed by you ?
Check the name in PAN on Income Tax e-filing Portal
Kindly check the Legal name being provided against PAN quoted in Registration because it's nothing do with earlier Registration under same PAN , as in term of Section 25 (2) the person can have multiple Registration under same pan in state.
Hence Kindly check the particulars in CBDT site (Income Tax)
