my client lives in moradabad distt(U.p) his shop in sambhal distt (U.p) I can take registration in sambhal distt .?

Yes your client can take GST Registration for his shop in Sambhal District of Uttar Pradesh. Just ensure that your client has all the valid documents of the Shop for applying for GST Registration.

GST Registration is not based on where the owner / partner lives. So it is immaterial.
