service by way of transportation of goods by road by a goods transportation agency is covered in the negative list or not?

Nope.. It's Exception in negative list for the service provided for transportation by road.
there are are two services
1) GTA
2) Courier

others are covered in NL.

GTA services is a taxable service.
However, abatement is provided by the finance act.
70% in normal case and 60% in case of household goods.
