Need to take PAN no. of deductee

Hello,

Is it compulsory to take the PAN no. of the 'said deductee' if the basic limits of TDS is not reached?

Also it compuslory to give details of all PAN No. for  third party commission paid below the limit of 5000 Rs/annum.

Ya it is compulsory to take the pan no. of the parties as you will need it when you will file your TDS return and the same will help your Dedutee to claim tax credit of amount of tax paid by him.........


What if the total income falls below the TDS slab rates and I don't need to show it in the TDS return??

I heard that it is compulsory now on from F.Y 2011-12 to take PAN no. of all those people to whom payments have been made but it is below the minimum limit. And these details have to submitted while filing income tax return.

Is it true?
