An individual carrying on sole propritor business under local authority licence, having income less than basic income tax exemption limit, need to file ITR?

If income before giving effect of deductions under chapter VI-A (Sec. 80C, 80CCC, 80D etc.), is less than basic exemption limit, than no need to file ITR.
