Necessary coaching class before appearing for cs foundation

I am recieving some Mails from ICSI 
saying
Take ORAL COACHING CLASSES from ICSI Institute 
"The Students undergoing Oral Coaching and passing required elibilty tests need not submit the response sheet under Postal Tution Scheme"
I have some confusions :

1. Is it necessary to follow any of above two schemes before appearing for CS Foundation Exam June 2013 or I can avoid them ?

2. What is Postal Tuition Scheme ?
Test papers are received with study materials. These test papers are to be solved by the student and required to be sent to the Institute within stipulated time (For Executive & Professional Programme).
