For F.Y 2018-19 GSTR 9 is Compulsory if your Turnover exceed 2 Crores and GSTR 9C is Compulsory if turnover exceed 5 Crores.

So, in your case, GSTR 9 compulsory karna padega..GSTR 9C karne ki jarurat nahi he..
